Chapter 1
General
(1) Name
The formal name for this organizations will be: The Forum of Asian Graphic Arts Technology.
(Abbreviation: FAGAT)
The Forum will be the general name for the organization to be operated by the constituents@below.
(2) Objective
Facilitate the exchange of printing technologies in Asian countries to promote progress in the@
printing industry and to build cooperative relationships with a view toward internationalization.
The organization will act as a neutral organization not belonging to any one country and will@
carry out the following three activities.
(3) Activities
1) Holding of annual "general meeting" and "Forum". (on a rotating basis)
2) Issue and exchange "Information Reports". (3 times a year)
3) Facilitate daily printing information/member exchanges.
(4) Organization
1) Constituents of the Forum of Asian Graphic Arts Technology
a) Representative organization from Asian countries will constitute and operate the Forum.
b) The representative organizations from a country would be research or educational organi-
zations relating to printing technology and the association of the printing industry in the
Asian countries.
Chapter 2
Activities
(1) General Meeting
1) Objective
The host country will convene representative organizations to the general meeting and hold
discussions as to the way the Forum of Asian Graphic Arts Technology should be, its operations,
budgets, admittance of new members and the like and resolve decisions and resolutions.
2) Operation method
a) Participants to the general meeting will be four persons per country (excluding observers).
b) There will be one ballot per country and the majority vote will resolve the decision on
agenda items, whereas if and when there is an equal number of ballots on a decision, the
chairman will cast a final ballot.
3) Discussion contents
a) Activity and accounting reports on the Forum of Asian Graphic Arts Technology
b) Activity plan and budget of the Forum of Asian Graphic Arts Technology
c) Discussion and authorization on the themes of the Forum of the year and for the next Forum
d) Authorization on a possible new member who want to participate and on a member who
wises to leave the organization
e) Election and authorization of directors
f) Discussion and making decision on the proposed items to be discussed.
(2) Annual Forum
1) Objective
Printing technology information theme, which is to be the task of the year, will be selected.
The representatives from member countries participating in the forum will report on the infor-
mation related on the theme and there will be exchanges on it. This is done in order to make the
information to be shared among the participants.
2) Operation
a) The representative organization of the host country will host the Forum (on rotating basis).
Members of the representative organizations from member countries will gather for the
Forum
b) Members recommended by the representative organizations can participate in the annual
Forum. (There is no limitation on the number of participants.)
3) Contents
Presentations and discussions and the like based on the Forum theme.
(3) Issuance and Distribution on Information Report
1) Objective
With collection, research, and exchange of printing technology related information in
member countries, member countries will issue information report.
2) Operation
The representative organization in member country will issue information report in English
three times a year (April, July, and January), and directly distribute it to other representative
organizations in other countries.
3) Contents
Contents of the annual Forum, information on printing technology of member country,
educational conditions, and common tasks will be contained in the report.
(4) Daily Printing Technology Information / Member Exchanges
1) Objective
The representative organizations of the participating countries will be engaged in daily
printing technology information / member exchanges in view of collection and survey of
information.
2) Operation
Through the Forum of Asian Graphic Arts Technology, the representative organization of the
participating countries will be engaged in daily printing technology information / member
exchanges.
3) Contents
Information/member exchanges which will contribute to development of technology, edu-
cation, and other areas of printing industry in the participating countries.
Chapter 3
Roles of Representative Organizations in the Participating Countries
(1) Qualification
1) A representative organization shall be a single organization for each participating country and
the participating countries shall be those located in the Asian region.
2) The representative organizations must be research and educational organizations industry including printing association.
3) The representative organizations must be authorized for participation in the general meeting.
4) The representative organization must be able to perform the rights and responsibility that arise
out of participation in the Forum.
(2) Rights
1) The participating organization can be engaged in exchange and interchange of information by
attending the general meeting and annual Forum.
2) The participating organization can receive information reports three times a year.
3) The participating organization can expand on exchanges and network with the other participating countries.
4) The participating organization can disseminate the information obtained through the Forum to
printing related organization of its own country.
(3) Responsibility
1) The participating organization has a responsibility to hold the "general meeting" and "annual Forum." (on rotating basis.)
2) The participating organization has a responsibility to participate "general meeting" and "annual Forum."
3) The activities carried out by the Forum will be paid by the representative organization participating in the Forum. The major contents if the expenses will be as follows:
- Expenses for production and distribution of information reports.
- Office and personnel expenses for hosting the general meeting and annual Forum will be paid by the host country representative organization.
- Office and operational expenses for participating in the general meeting and annual Forum will be paid by the participating representative organizations. (Domestic office expenses)
- Participation, travel expenses and accommodation for participating in the general meeting and annual Forum will be paid by the participating representative organizations.
4) Participating representative organizations must accept the arrangements requested through the exchanges with other countries.
Chapter 4 Directors
(1) Composition of Directors
1) One chairman and a few vice chairmen will be appointed.
2) Chairman
a) Role of the chairman
- Management of the Forum as a whole
- As the chairman of general meeting, the chairman will be in charge of proceeding with the meeting agenda.
b) Election
- The representative of the host country of the annual Forum will be appointed as chair-man of the annual Forum.
c) Terms of chairman appointment
- The term the new chairman will begin as the preceding annual Forum comes to an end and the term will end as the next annual Forum comes to an end.
3) Vice chairman
a) Role
- Vice Chairman will assist the chairman for smooth operation of the Forum.
- If and when the Chairman cannot perform his/her duties due to an accident and the like,one of Vice Chairman will act in place of the Chairman in terms of Chairman's roles
and responsibilities.
b) Election
- Vice Chairman will be appointed by Chairman.
c) Terms
- The terms of appointment of Vice Chairman will be the same as that of the Chairman.
4) Rewards for directors
a) There will be no rewards for the Chairman and Vice Chairmen.
