FAGAT 2004

The minutes of the 7th FAGAT Board Meeting held on 11th March 2004 at the Perlis Room, PWTC, Kuala Lumpur, Malaysia in conjunction with FAGAT2004 which was held in Kuala Lumpur, Malaysia from 11th to 13th 2004. The Board Meeting commence at 2.30pm.

(1) Mr. Tan Soo Hua, Chairman of Malaysia Printers Association, Malaysia assumed the Chair of the 7th FAGAT Board Meeting.

(2) Mr. Tan Soo Huat welcomed all members to the 7th FAGAT Board Meeting. He also thanked the Sri Lanka representatives for joining the meeting as an observer. Mr. Tan later introduced representatives from Malaysia the Board followed by self-introduction of all other representatives from FAGAT member countries.

(3) JAGAT representatives would like to clarify item 4 of the last minutes on the statement 'The coordination would continue to be undertaken by JAGAT' He pointed out that JAGAT did not wish to commit on such a statement. However, JAGAT is willing to help if there were requests from member countries. JAGAT agreed to continue with the current structure as a loose forum with no central secretariat.

(4) Referring to the issue of membership expansion of FAGAT, member delegates gave their comments and suggestion as follows:

Korea:
Delegates from Korea expressed concern m of the difficulty in finding the proper channel and the right representatives of the print industry on North Korea to join the FAGAT. They felt tat China Association might have better contact with the North Korea and thought that they might be in a better position to help.
China:
China agreed that they had constant contacts through official exchange programme with North Korea and most of these were under government to government projects. China Association was still trying to get in touch with the proper authority of North Korea Print Industry.
Singapore:
Singapore expressed that there was no urgency to invite North Korea to join FAGAT if they were difficulties in getting them. He said there were still many countries such as Indonesia, India, and Burma who are not FAGAT members. FAGAT should invite these countries first.
Malaysia:
In relation to this, Mr. Ong Kum Sing of Malaysia reported that Malaysia Printers Association had written to a number or countries such as Indonesia, Sri Lanka, Burma, Vietnam, Pakistan and Fiji inviting them to participate in the FAGAT forum. Today, Sri Lanka and Vietnam have responded while Indonesia would only participate next year. Mr. Ong also requested members who are in touch with other non-members from Asia Pacific to forward their contracts to the next host country for this purpose.
(5) Australia delegates thanked FAGAT for accepting them as a new member. He said though, geographically, FAGAT was originally a forum where Asia printers gather to exchange and share their printing knowledge, Australia could consider itself part of the region as in terms of trades, many of its trade partners were from Asia. He said by joining the FAGAT, Australia will have deeper and better understanding with the Graphic Arts Industry in Asia.

(6) The Board decided to change the name of 'The Forum of Asian Graphic Arts Technology' to 'The Forum of Asianpacific Graphic Arts Technology' without changing the abbreviation 'FAGAT'

(7) The future direction of FAGAT was discussed during the meeting. The following were comments and suggestion from the member countries:

Philippines:
In conjunction with FAGAT, proposed to set up programme for the exchange of technical trainers, to share expertise among the member countries and also to organize print buyer exhibitions for members to promote their products and invite oversea print buyers to visit.
Australia:
Suggested to set up technical workshop among the member countries
Japan:
In referring to Philippines suggestion to provide technical trainers, He said this issue was brought up three year ago. He said it should be possible on country to country basis and this will depend on the country's requirements and current condition. He quoted an earlier example that Japan had worked in cooperation with Thailand in training and trouble shooting in off-set printing, printing and publishing of test-books in Thailand

JAGAT then forwarded the proposal 'the possibility of colour standardization of print industry among the member countries' for discussion though it is not their intention that Asia use Japan's colour standardization.

(8) After lengthy discussion of the above issues, member countries came to the conclusion that since each member country's needs and technical knowledge were different from each other, instead of applying generally to every member country, it was better that these issues to be worked out on bilateral basis, i.e. country to country basis. The Board agreed that the result (if any) of the members that were involved in these work to report during the next FAGAT Board Meeting

(9) The Board decided that Australia would host the 8th FAGAT Meeting in Sydney, October 2005.

(10) Sri Lanka was invited to give introduction of their association's background and the present situation of print industry in Sri Lanka.

(11) The Board had no objection to Sri Lanka Printers Association for applying to become a new member in FAGAT.

(12) Member countries pointed out that there should be a proper guidelines, regulations, procedures to follow before a country was accepted to the FAGAT. Countries who wished to join FAGAT should be informed of their obligations and commitments of being FAGAT members. The Board decided that the host country should send the relevant documents, papers and questionnaires to the new applicants before they were invited to become a member. Information gathered from these applicants should be tabled out for discussion at the next meeting.

(13) Since Vietnam delegates had informed that they would arrived late for the meeting, the Board decided to give Vietnam delegates 5 minutes during the next day's forum for them to give brief accounts of its country's print situation and the level of their representativeness in the print industry of its country.

(14) JAGAT informed members of the demise of Mr. Masuo Tsukada and thank those who send in their condolence. Mr. Masuo Tsukada was a founder member of FAGAT, Supreme Adviser of JAGAT and a person who spent most of his life to promote printing industry locally and internationally. The Board shared the sorrow of his death and conveyed the highest respect and condolence to his family.

(15) The Board Meeting ended at 4.30pm with a vote of thanks to the Chairman.
